There are no figures to go by. Prior to the release of the Eldar Codex, only Comorragh was known to exist and so it was just one Dark Eldar city versus multiple Craftworlds. However the Eldar Codex makes one fleeting mention of Dark Eldar cities (plural) suggesting the Dark Eldar population may not be as small as previously thought.

What can also affect the estimate is how bloody one sees Dark Eldar society. Kabals are supposed to be the organizations most Dark Eldar join for some measure of security and stability. Dark Eldar society despite its portrayal from the human slave accounts, cannot purely be anarchic bloodbaths in the streets everyday else it becomes difficult to see how it can survive or support the infrastructure necessary for warfare/raiding.

Not necessarily. In a society built upon self gratification, paranoia, and betrayal, looking out for oneself could be a greater priority than having children and raising them.

Yeah but, shall we say, loose morals ;) combined with the need to replace a higher death rate (they kill each other as much as they prey upon the other races) would mean a higher birth rate.

Again not necessarily. It means they indulge themselves more but it doesn't necessarily mean more breeding. The Eldar are extremely long lived (average lifespan 1000 human years) and they have a low birth rate and long gestation time. Do not forget the availability of contraception. Depending on whether one accepts the speculations of the character in Xenology, the Eldar may also have a more involved and lengthy process of reproduction (here reproduction rather than pleasure being the key point) than humans, which means it may need to be very much a conscious planned decision.
