This is another one that may have come up before. Can a steam tank ever fight in its opponents turn for CC? I guess the real question is, do steam points generated in your turn expire at the end of your turn, or your opponents turn. For example, in your turn could you generate 5 SP, use 3 to charge then one to fire the steam gun. Then could you save that one SP and fight in your opponents phase?

A Steam Tanks SPs are lost at the end of the turn. So it can only sit and take it - and it really has it coming :)

Why would you want to save the points? Losing combat is no big deal for a Steam Tank, so you're just as well off using all your SP's in your own turn.

The only reason you might want to keep some is if you plan to be charged, but that's not what your example is about, so I'm a little confused.
