The Wood Elf magic bow Hunter's Talon allows the bearer to shoot at "any model it can see" at a -1 penalty. So what exactly does it mean by "see"? Sure it can pick characters/champions out of units, but what other use is there? Can it ignore LoS restrictions?

Also, why is there no Wood Elf FAQ on the GW website?

Nha, if he has to see his target, that means the target has to be in his LOS. being able to pick sorcerers out of units is already quite a nice feature, don't you think? :)

Why would he ignore Line of sight restrictions if he can shoot any model he can see? Read over your question.

While it provides an interesting tactical option, it is somewhat dilluted in the sense that 6th edition disallowed ranged attacks against character roaming outside units under certain circumstances. 7th edition has removed this restriction altogether, so the ability to "pick any target" as it were is worth less (but not worthless!).
