They are clearly good at siege warfare, but this doesn't seem to have much relevance in terms of the tabletop...

Well, thats more to do with the old rules being done away with. Yes they are well known seige experts, much like the Iron Warriors, but that knowledge and particular skill make no table-top difference.

They have plenty of defined character, in their fluff, the way you chose to model, convert, and paint them, and suchlike. And the way you use the Traits system to represent them.

But beyond that, don't expect GW to hold your hand and give you lots of hardly-used little Special Rules because you paint your Marines yellow.

Imperial fist were well known for seige warfare and refusing to retreat even when it would benefit them to do so. This is represented with traits by the ability to give many squads tanks hunters(Seige warfare)and the downside of your opponent choosing to go on an extra round(refusal to retreat).

You could play them codex of course, but if you use traits that's what you'll have to use. As for seige warfare not being represented on the tabletop, tell that to an old Iron Warriors player.

They are known for being couch potatoes and sitting on Terra, "guarding it." (like anyone is getting anywhere NEAR terra after the heresy.

All Imperial Fist spacemarines should be modeled with pot bellies from sitting around bored for the last 10,000 years while the other chapters actually run around doing the fighting. :)

Siege specialists, so maming a fluffy list i would take:
Master With Command Squad
2 Dreads (1 Shooty, 1 for CC)
Full Veteran Squad
4 Full Tactical Squads (2 squads with Flamers and Tooled up Veteran Sgts, and 2 with Lascannons)
3 MM Attack Bikes
2 Full Devastator Squads (2HB and ML, 2MM and LC)
1 Vindicator

a decent list whether attacking fortifications or defending

Well the necrons are on mars.

And not to mention the story of the necron craft that burned its way through the entire defence grid to land on mars (where is was destroyed).

Except that they aren't based on Terra anymore, but are based on Phalanx, their Floating Sports Bar

There good at siege i played them with my wolves killed them only because he had poor dice rolls and missed almost all the time.

When i got in his face well enough said he got wiped out but if he had good dice roll my boys wouldnt of seen mid field they'd been planetary fertilizer.
