waaay too many black knights for 1000 pts..5-8 (maybe 10) would be just fine, especially with the Wight, and would give you a lot of pts to work with.
Skeleton unit too small, even w/ 2 Necromancers
2 Necros in 1000 pts is pretty magic heavy; consider dropping one of the scrolls for a more offensive arcane item.
I don't know what kind of theme/background you're going for, and I don't really understand what you said about the tactics so I'll just leave it at that.

Drop one of the scrolls and throw in the book of arkhan. I'd say drop the black knights in there completely. Make a unit of like 16gg, full command, banner of barrows, wight lord in there. With the points left over make the skeleton unit bigger.

the entire point of the black knights is quick attacking so gg wouldnt do there job at all the reason i have so few skellies is because i only currently own 20 and the in 1500 there will be a unit of 15 gg aswell and i'll replace the wight lord on nightmare with a blood dragon with the following
Blood Dragon Thrall, Heart Piercing, Additional Hand Weapon,

Oh and how does 2 units of 7 black knights sound?

Heh Vampire Counts :) Where big big nasty Thrall?
Realy drop BK and add some fell bats (3-4) or Ghouls (5 or 9)

What the other posters are trying to tell you though, is that you would probably find a smaller unit of black knights just as effective as this large one. Your army is very small, so in deployment you will have to put your knights down as you 4th choice at the latest. Many opponents will not have deployed serious troops yet (it'll be lines of missile troops and light cavalry that go down first) so they'll be able to see where your biggest, punchiest unit is. You could well find yourself fighting either unbreakable troops, worthless sacrifice troops or just plain getting shot, depending on the army your facing.

It might be worth investing in some more basic troops to get a more rounded army. Especially as your main spell is Invocation of Nehek and you need spare models!

BTW: love the screaming banner - it's way underrated, I think a lot of people automatically go with banner of the barrows and never consider it.
