I need staffs, young looking human heads, longcoated or robed bodies.

So far my two Ideas are Highelf archers (not quite right, I hate the poofy pants) or plastic human mage kits (@ $17 for 2 this option is too expensive but it is almost perfect with the right other bits)

I am doing a squad of 20 of them Any other ideas?

what army is this supposed to be for?

I´ve used this Mortheim Elf Mage for a Healer in my Inquisitor´s Retinue. Just a little filing the ears off and adding an imperial looking staff tip:

Edit:
I just noted you need 20, so that idea is not too good then. The mini is rather expensive.

Imperial Guard.

They will technically be a unit of last chancers(each one taking the psyker upgrade), but the background is that they are the students of an academy for combat psykers.

i would say the empire mage kit is best, cut of the gems, maybe find a bald head, put the =I= on the staff or a imperial eagle thing maybe?

Yeah too expesive for a unit but I probably will end up useing that mini for one of my inquisitors though, good call.

20 is much. Still I would suggest Necromunda Delaque gangers, all bald with cool long coats.

Try searching ebay for the old Heroquest / Advanced Heroquest / Warhammer Quest plastic models. The wizards can be 40K'd up pretty easily - the default wizard from HQ has his hand in the air with finger extended - add a laspistol and it looks like he's got his finger on the trigger.

There are more sculpes of them then I though there where... not a bad idea, but they are still in the expensive area.

It would take a LOT of effort, but Bret Archers might make good psykers. High Elf Archers would probably be better. Since there are only 16 in either box, pick up two boxes of Empire Wizards to make 20 (use them as senior students, use all the spare bits to psych-up the archers). Use plastic or brass rods to replace the bows with staves, put lots of guitar string on 'em as tech gubbins.

Empire Flagellants might work too, if you wanted psychotic looking psykers. Again, use rods and tech stuff to 40k-ify 'em.

or take high elf archers and the hooded heads of wood elves.

I am already using them as priests though...

They make great priests :D

I'd say buy some cadian shock troops and some green stuff and go to town. make cloaks and robes from the green stuff over the flak vests. That way they look more last chancer-ish.

The tank commander from the baneblade has a long coat, then add a head from the mages kit.
