An entire army of snotlings led by a night goblin bigboss. Your required cores could be common goblins.

a naked empire engineer and 2 units of 10 archers... legal at 2000pts!

...Better yet, make them halberdiers.

Slaaneshslave has posted a few threads on this topic.

If you stick with a "you must try to use all your points" build it's okay for 1k but at 2k it is MUCH harder to make a truly horrid list. We also stick with "you must own the miniatures"

For empire:
Naked empire engineer with mechanical steed, repeater pistol (100 pts)
2 10-man free company units (100 pts)
1 100-man pistolier unit (1800 pts)

I don't own the models, but this list is not good.

Night Goblin Shaman with Guzzlas Battle brew - 65 (Ld 5 General/mage with a chance of becoming stupid!)

215 Night Goblins - 645

215 Night Goblins - 645

215 Night Goblins - 645

Theoretically immune to flanking but also near-impossible to maneuver with. Even a moderate amount of terrain might make it impossible to move past the half-way point on the board, let alone get to your opponents deployment zone. ;) Oh, and they get animosity and suck in combat too! The only problem is that I'm not sure whether this could actually fit into a deployment zone. :D

I'd also be tempted to add 3 magic mushrooms, if only to add insult to injury when he miscasts with them and kills off his general. ;)

High elf level 4 archmage with the null stone
1 unit of 10 spearmen
1 unit of 169 spearmen with banner of Ellyrion if they are straddeling a tree when they flee then they start to flee slowly
