What do you know about this particular piece of wargear? Is it really just a very strong metal cape that can absorb damage?

Essentially yes, although the Salamanders version is made from the Scales of the Dragon found on there homeworld, so i would think that they can be made out of many types of 'indestructable' materials.

In the interests of preventing "The Incredibles" style accidents involving Thunderhawk engines, they should so make a rule preventing the wearing of an Admantine mantle and a jump pack at the same time :)

it doesn't necessarily have to be a cape. perhaps a surrounding cloud of micro-bots or some extreme degree of bionics...lesser temp forcefield. ablative armor plating...although that might be confused with artifice armor.
