Lexicanium strikes, as it has a tendency to do. Seriously, that gem of a site should always be the first to deal with your questions. If it can't help you, then we're right here.

Just to add to that, the new 'dex places the Death Spectres as the dedicated watchers of the mysterious Ghoul Stars, whose "supernatural denizens" must not be allowed to escape again.

What happened the last time they escaped or when that was has never been explained.

Death Spectres
The Death Spectres are a chapter of Space Marines that participated in the Siege of Lelithar and the defence of the Cadian sector against the 13th Black Crusade.[5] During the Black Crusade, the Death Spectres adopted a fluid style of combat, using jump pack equipped troops to quickly capitalise on any gains made by the Imperial Guard.
Their armour is black (including trim), with the exception of the left shoulderpad (white with black trim) and helmet and chest eagle (both bone). The chapter badge is a pair of black scythes located behind a skull.
All members of the Death Spectres are albinos.

They got 3 paragraphs in one of the Eye of Terror IA articles, which detailed the goings-on on Lelithar: an Imperial army comprised of Jouran Dragoons, the Legio Ignatum and the Death Spectres made planetfall and besieged the capital city of Gorgosa which was the centre of a rebellion led by a shadowy figure know as 'the Voice'*, unfortunately, despite the Death Spectres capitalisation: "the Siege of Gorgosa shows no sign of immediate conclusion, and the Death Spectres are set to remain engaged on Lelithar indefinitely."

* the Fallen Angel Cypher goes around stirring up rebellions using the title "The Voice of the Emperor" ~ so it could be him.
