a) Game balance
b) Read the unit entry

Terminators have better armour that requires more servos and such just to move, not to augment their strength (or something like that). Plus, they tend to be equipped with power fists or thunder hammers (or lightning claws), so they typically hit harder than your standard Power Armour marines (unless equipped with LC). Real answer: game balance.

Sword Brethern get Veteran Skills included in their point costs.

Unfortunately with the stat cap being at ten and no fractions it is very hard to give every unit the exact strength it should have. I think space marines are stronger than one point over a guardsmen or eldar guardian, however if they were strength 5 then they would be able to punch through the rear armor of vehicles and destroy them, aslo a powerfist at strength 10 would be ridiculous.

So game balance is the reason termies are S4

the difference between str 4 and str 3 is great. str 4 units are able
to rip the back hatches off a rear 10 vehicle where as a str 3 unit
cant so dont look at it as 1 more str look at its potential dmg.
