What do you mean by "tough"? Survivable? Killy (as killy as goblins can be)? Do you want him to confer bonuses to his unit?

If he's a lord... screaming sword, tricksy trinket, armour of protectyness. Your enemy get's no ward, you get his ward and armoursave and against characters you have at least str5 and 5 attacks and potentially something like str7, 7 attacks.

For a hero... dunno really. Goblin heroes are best suited for suicide missiles really. Things like a hero on a wolf with the one hit wonder and the exploding amulet.

I had great success with my goblin big boss on a gigantic spider bsb, I flank charged a 10 man unit of empire knights with the hero and 2 other spider riders. Predictability the spider riders and big spider did nothing. However I had armed my big boss with big's kickin' boots and sneaky skewer and with a little luck killed 3 knights and almost ran them down but didn't, and got shot down, etc... a very glorious albeit short moment.

4 str 4 attacks the are at -4 save modifier on a goblin is surprisingly good vs knights, makes a 1+ save down to a 5+. Not many people will expect that. Making the big boss a bsb is great cuz if he wiffs he and flees he doesn't automatically lose the banner. But that's just me, I run a pure goblin army, no orcs at all.

Just pointing out that as fast cav 15 spider riders won't be getting any rank bonus :)

If you're going to a 'character bash' the obvious item to me would be shagga's screaming shortsword. If Lords are allowed then you'll be fighting a bunch of tooled up characters so amulet of protectiness should keep you defended against anything but assasins, other goblins and wizards. Tricksy Trinket would also be handy to deny the enemy use of their own ward saves.

imo...
effigy of gork
sword of striking
put in unit of 3-5 river trolls

it's not the "killiest", but he does survive better, hits more often, and he has a tough escort, as opposed to wimpy spider riders.
