Can anyone tell me what that normal point scaling system is?

That depends where in the world you are. In my area (Los Angeles) it seems to be 2250.

2000 at my local independent games shop, but at GW its 2250 (brisbane area)

Most UK tournaments are either 2k or 2250, nothing much more than that. I think Ard Boyz goes up to 2500+ though? (US tourny so not sure!)

2250 lets you play most games in 2-2.5 hrs, which allows 3 games in a day. Much more than that and you have to really push it.

I play at 3k but that is not normal. I think 2000-2500 is normal. You could go 1750 for a decent game too. As games get very large or very small the dynamic changes and things get very different, great for a change if games are getting stale.

I meant about with the different tiers of armies. I thought I heard something about how VC and DoC and DE are at a little lower point value and Ork and Gobbos and OK get more points then the middle tier

IIRC a tournament used that scale to try to level the playing field a bit, I think it was a european thing but there's a good chance I'm mistaken.

DoC, VC, and maybe DE got 2k
Most armies got 2250
O&G, TK, OK, and maybe DoW got 2.5k

And the units were worth proportionally more/less victory points. This is definitely not "normal" though- every tourny will have it's own rules.
