Looking at a Vampire BSB with Dread Knight or Avatar of Death. Would the Vampire be able to use the lance, great weapon, shield, extra hand weapon, etc as a BSB?

Yes, there is nothing prohibiting a BSB from using weapons or armor other than the restrictions given to them in certain books.
Those restrictions are not in the VC book, so he can use armor, shields, 2-handed weapons etc.

+1 to above: i think O&G were the last to have restrictions on BSB equipment. They finally worked out the BSB == liability if they canot take any offensive or defensive items.

O&G just happened to have a slight work-around with armed to da teef black orc BSBs, but empire and greenskins still have the general restrictions.

surely this is the kind of thing that would be easily amended in the older books. a simple faq for o&g and empire (plus any others) to say they can take weapons/armour/shields etc would put them in line with the newer books.

Incredibly easy. Doesn't make it any more likely that it'll happen. I'd say it's just as easy and much more likely that you could convince your gaming group to allow it with a house rule.

Just agree with your friends with older books and/or petition any tournament organisers to allow it. Screw waiting for an FAQ...
