How much power would the Imperium gain if they made an permanent alliance with either the Eldar or Tau. Not both,just 1.
I know its impossible its a hypothetical question.

With the Tau, probably not a great deal. The Tau are small fry, and their empire is at the very limits of the Astronomican anyway. The Imperium could gain some technology, but there's not too much which the Imperium doesn't have an equivalent of already.

With the Eldar. if the Imperium could gain access to the webway and/or Black Library, they've got a HUGE amount to gain.

We know that they would eventually bond togeather and fight Chaos/Nids/Orks/Etc. when the Rhana Dandra comes along. To be honest it would give them a fair amount of power, but not a lot since the Tau live in just one sector and are a relitivley new race and the Eldar are all split off into factions (craftwords) and would be rather impossible to gather them all up and fight with the Imperium. It would certainly kill off a race or two if the Imperium was able to ally themselves to one of the armies/races you listed.

well in the second book of the horus heresy they try to team up with a race identical to eldar and it didnt turn out so well

Eldar: Thanks to the webway, the infinite-hammer weight of the Imperial Guard would be able to be applied with the speed and precision of a deathwatch kill team.

A hypothetical alliance with the Eldar would be greatly beneficial for both parties. The Eldar naturally gain the Imperium's vast numbers as shield. Aside from the mobility advantages offered by use of the Webway, the Imperium more importantly stands to gain in intelligence and knowledge. The Eldar are aware of many of the old threats and secrets of the galaxy. The crumbs of information they part with even in the "current" situation is part of the reason why the Imperium sometimes has alliances of convenience with the Eldar.

Of course, that's hypothetical. The Eldar as a whole, as per the 2nd and 4th ed. Eldar Codices, are appalled and repulsed by the ignorance and brutality of humanity, while in turn humanity is distrustful of the aloofness and arrogance of the Eldar. This is partly why the situation is tragic. Both parties have much to gain but because they remain blinded by their own prejudices both end up losing.

Alliances work best when conflicts of interest are eliminated or minimized.

The Tau are a aggressively expanding empire, at the expense of the Imperium, the CWE can inhabit areas of deep space which wouldn't be of interest to the Imperium, but are fiercely protective of Maiden Worlds.

The important thing to remember when talking about Alliances is that nearly all the races in 40K are not uniform nations with a centralised leadership, but a collection of largely independent entities. A planetary governor might make an alliance with an individual craftword, but it would not apply to any outer planet or craftword. When you consider the many different views that exist withing the Imperiaum, and the fact that the Dark Eldar are often misidentified as craftword eldar, than the chances of making a permanent alliance are absolutely nill.

For one thing... if Imperium allies with either races, then at least it will stop some blood shed allowing both to concentrate on more important issues. This is of course assuming it's an alliance and not a coalition.

IMO, the Imperium would benefit from either races' technology.

Tau enjoys trade and expanding their operation to more Imperium worlds would increase their presence in teh 40k universe and make them a formidable ally against Orks and Tyranids along the eastern fringe. Imagine IG armed guardsmen armed with with massed produced pulse rifles instead of lasguns.

Eldar is a dying race and most of the casulties are probably inflicted by clashes with the Imperium. I can't imagine Eldar culture and technology mixing with Imperium. But bringing back Space Marines on jet bikes would be sexy. ;)

Not going to happen. It's not a matter of technology; the Imperium could equip each guardsman with a repulsor-assisted multi-lasers and power armor, but they don't because of one important thing.

Logistics.

If the Imperium had an STC which contained the exact formula for producing pulse weaponry, guardsmen would still get stuck with lasguns.

Fair enough sir, fair enough.

The Emperor wanted to use the Webway to free Man of his dependancy on the Warp. (One of the major reasons why the Chaos gods were so desperate to get rid of him.)

So yeah...an alliance with the Eldar would be a better deal than one with Tau.
But an alliance with the Tau would be pretty good as well. The Tau's thirst for success mirrors our own ambitions today. Humanity (Most notably the Adeptus Mechanicus) could gain a great deal from the Tau Earth cast. (You know...stop the decline of Technology)

Either alliance would give the Imperium one thing that they desperatly need...less death and destruction.
