Copyrights and whatnot forbid us from telling you on a public forum everything from Games Workshop books.

So get a book and read it for yourself.

The warplightning cannon is a wonderful yet unreliable warmachine. It has the potential to do far more damage than a cannon as its template can be far longer than the cannon's maximum template length of 10 inches. Additionally, it has the ability to see and fire through terrain. Its ability to move like a monster instead of a warmachine is another boon.

Unfortunately, this weapon does have some drawbacks. For one, both of its range and its strength are random. It is possible that the warplightning cannon might fire a shot at a strength of two that barely stretches halfway across the board. Additionally, it has some pretty devastating misfires. One could even cut a swathe of destruction clean through your battle line. Finally, it is important to remember that this warmachine is led by cowardly crew. It will flee away from any unit that charges it.

Cant give you the rules for it. If your going to be playing skaven soon and want an idea what to expect from it, you need to ask it that way. Ganymade gave a rather detailed, yet generic description of the WLC, which should be enough to clue you in.
