That really is down to you and whether or not it suits your style of play and sense of army. Plus whether or not you have to patiense to go modeling it all up. You can't go 100% Thunderwolf in the Codex but you could always make up a datasheet for Apocolypse.

ah damn, and im all about the modelling, theres no character that makes thunderwolves troops? ahh well

No Canis only allows you to take Fenrisian Wolves as troops would be a interesting army if it allowed Thunderwolves as well.

try 6 squads of 15 wolves and then canis and thunderwolves to fill it out.

With that set-up you'll have to be extremely careful though, it has no scoring units, so you'll have to go for total annihilation if you wanted to win an objective game.

yeah but is themed.

I doubt he'd be playing games to win if that were his army lol. I've heard a rumour that there are people who play just to have fun. I don't believe it and I slapped the **** out of the kid who told me that, but, hey, it's been said.

And I would like to see an army made like that. That would be cool to look at, at least. And hey, it could probably beat the Necrons :p

There's themed, and then there's monomaniacal. ;)

Also there's looking really cool on the table no matter what.. :D

It's rather silly Fenrisians have that rule in the first place.. Grey Hunters are just simply better as a scoring unit.
