If you have more victory points in the last turn, but have been completely wiped out, who wins?

It is not possible. Please give me a scenario where what you mentioned happens.

It is possible to see ones army eliminated and still score more equal or more victory points.

Simple scenario: Both Generals are dead, all your models have been wiped out, all your enemy's units are fleeing, and no standards have been captured.

In this case you both score the full points values of your opponent's armies and you don't need to factor in table quarters either. In this case the player that has spent the least points on his army it the player that scores the most victory points.

it's possible.

dwarf vs vc example
dwarf has some miners that don't show up (no points for VC there)
both armies nearly kill each other, dwarfs don't leave enough vc for them to claim quarters.
dwarfs avenged all their banners so vc doesn't hold any
and they managed to kill some summoned units.

2250 game
vc would be getting 2050ish points (100 for general, -300 for the two miner units that never showed up)
dwarfs get 2407 (100 for general, 150 for 3 summoned units -83 for the few remaining vc)
this should be into the MW section for dwarfs...but they are tabled.

yeah it's an odd situation but entirely possible.
