looked all over and couldn't find an answer, if multiple things happen at once, say the beginning of the turn or the beginning of the magic phase, what order do they happen in?

The most fair thing to do is let the active player decides (it is his turn) however i seem to remember that in the lizzies faq ( the cupped hands vs infernal puppet - question ) gw sais to roll for it.

edit: and in the dark elf assassin vs word of agony question (don't know wether its the de or woc faq) they say both players decide ...

both players decide = roll off! :)

we handle it that the order of multiple panic/break tests is decided by the controlling player. so he can do the general's test last. (this is contrary to our old house rule where the dependent had to test last, the general/bsb had to test first as it seemed illogical, that he passes on his ld and then flees himself. :))

but generally it is the active player.
