can glaive of putrefaction make a doombell or steam tank toughness 2 if you successfully wound it.

Probably, what's the wording of the item? Most of these things don't seem to make distinctions for inanimate objects/war machines, probably should, but don't.

the wording is ANY MODEL THAT SUFFERS AN UNSAVED WOUND will become str2 and t2 for the rest of the game

It works great on scary characters too, especially if your army is nurgle-based. A character with the glaive and blasphemous amulet or your unit contains the festering shroud can make that big ugly bloodthrister become S2 and T2 for the rest of the game, and amulet forces him to make a toughness test in every one of your magic phases, toughness test of T2 = good-bye bloodthirster.

All that, of course, is assuming you wounded him and he failed his save in the first place.
