ALs and WPs cannot be given mundane Full plate Armour, therefore can they be given the Dawn Armour which is Magical Full-plate Armour?

The only requirement for being able to take magical armour is access to some kind of mundane armour. It doesn't matter if you can only wear mundane light armour, you can wear armour so you can wear any magic armour.

Yeah it would be really horrible for the tomb kings if they couldn't wear magic heavy armour. Although, if it nerfs TK it may be ana argument for the other side.

There is magical heavy armour in the Lizardmen book and not one piece of mundane heavy armour any where to be seen. So having to have access to heavy armour clearly isn't a requirement in GW's eyes.

No it wouldn't, you need actual armour.
