Suppose you hit a barded unit of cavalry, movement 7, with the Eagle's Cry (Beast magic) and they make their Ld test. They suffer a "Movement penalty" of 1. Note the capital M. Does this effectively reduce them to Movement 6, resulting in their followup/flee range becoming 2d6 instead of 3d6?

All numerical penalties are applied to the basic stat; fractional penalties are applied to the whole.

So the cavalry become M6, and therefore, as the BRB states, units with movement 6 or less pursue/flee 2D6.
