I know there is a max % of points allocated to each slot, but are there slot limits like max 3 heroes and 1 lord? Max 4 special slots? Max 2 rare slots? (all this assuming 2k army list and will be adjusted according to army size). Can you now have a lord regardless of army sizes like taking 250 point lvl 4 wizard in 1k army list?

Can now HE and WE spam eagles in 2k (I believe it's 25% rare slot) so like take 10 eagles to fly circles around the new horde armies (500 points in a 2k list).

I seriously hope the slot limits still apply...

Under 3k:
Max 3 of the same Special.
Max 2 of the same Rare.

3k+:
Max 6 of the same special.
Max 2 of the same Rare.

It was 3 or 4 of the same rare in 3000+pt games, no?

The old slot system in the current army books is explicitly no longer in use in 8th.

If you can afford them yes. But good luck casting more than a few spells with only 2D6 power dice plus whatever you manage to channel.;)

^This is the major balancing issue that a lot of magic spammers seem to forget about :p

Nah, the balancing issue is the 2-12 dice, not the spells themselves. It's a self limiting phase with very few exceptions. You can buy all the mages you want, but at a certain point, your investment will fail to have an effect.

You can duplicate the first spell, so you can build a magicline :p Wether it is cool or effficient, heh, don't ask me, I don't like magic :p

What IF on the of chance the HE elite army rule removes all slot restrictions?
I'm not too happy facing 10 great eagles in 2000 points for fleeing bait units and redirection (and of course taking out enemy wizards and artillery)

Every category for each model remains the same as per their respective army books.

So, yes, they count towards the 25% core unless the July 1Xth fixes see them excluded or moved to another category.

If it says "does not count toward the minimum core requirement" then they still do not count towards the minimum core requirement, the rulebook confirms this.

The HE elite army rule does ignore the restrictions on duplication, so they could field 10 great eagles in 2k points.
