... and how to kit him?

My suggested build:

Pegasus
Full Plate
Talisman of Preservation
Luckstone
Sword of Strife
Charmed Shield

2+ rerollable armor, 4+ ward, flies around killing war machines and possibly generating some active res in a close combat.

Worth the points? Useful enough? Alternative builds?

Yes its awesome idea, for 2 simple reasons.
1 you are now immune to KB.
2 your hero level dudes get an extra wound.
Those are awesome bennies ontop of being on a flyer.

On the negative he is a monstrous beast and can get no "Look Out Sir!". So I'd say depends, if less then 200 yes. Otherwise he is a very expensive pin cushion.

Wouldn't a Capitan be a better option? He benefits from the extra wound (the general doesn't). Plus you'll be keeping the general and his inspiring presence with the bulk of the army for that extra LD boost.

You cant give him as much stuff, but even running him with basic gear he could be enough to deal with war machines, whilst only setting you back 125 points or so.

Edit: i think you've got 2 talismans on the above combo as well.

Try a captain 50pts
Full plate armour 8pts
on a pegasus, 50pts
potion of speed 5pts
Sword of fate 40pts
charmed sheild 5pts

2+ save, 2+ ignore first hit, int 8 with the potion.

158 points in total

At the start of the battle identify a big monster, general, or character for the sword of fate.

Position for a charge drink your potion if speed for initiative 8

Then watch big expensive monster/character die as the sword of fate wounds on 2s no save each wound equals d3.

Awesome vs hydras, hellpit abominations, dragons, hellcannons, giants, griffons abbysal nightmares, manticores, stegadons, etc etc.

Also good against lord level wizards

Just be careful against units with pesky champions who might challenge but that's what your hochland long rifles are for.

Tooled up fighty lords are a bit more difficult as the higher weapon skill and better stats the captain struggles.

How about:

Virtue of audacity
Sword of heroes
Gromil Great Helm
Pot of foolhardiness

Hide him near a big unit of pegasus knights for a 4+ "look out sir!"

Charge something big! Maybe in combination with a paladin with some sort of flaming attack.
