so i have yet to play 8th edition, Ive read the book but i cant find rules that cover this.

Can For example Goblin wolf boys fight and shoot in 2 ranks? like infintry.

Yes.

Cavalry can fire in two ranks and use the volley fire rules for their weapons with the usual restrictions (ie can't have moved for volley fire).

In combat it's a bit different. Supporting attacks can only be made by the RIDERS for cavalry not the mounts. So in the case of your goblins, the front goblins can fight, the second rank of goblins can fight, and only the first rank of wolves can fight.

Shooting is done just like infantry.
