I tried my hand at making my first Empire list the other day. I obviously don't expect it to be perfect, but I like it. My Arch Lector and BSB will probably march with the Greatswords and the Wizard Lord with either the crossbowmen or a halberdier regiment.

I don't play empire so I can't comment your list, however you wrote the army point value in the thread title as 15000 not 1500. 1k = 1000.

Yeah, i read it as 15,000 point Empire. You should fix that. On to the list:
the Arch Lector cannont take a Great Weapon and a Shield, it is one or the other.
20 Greatswords are too small of a unit to have without detachments.
The Standard on the crossbowmen is worthless.
Take either two Great Cannons or Two Mortars. You need redundancy, as they tend to explode. The wizard lord needs a ward save. A dispel scroll would not hurt either.

I should probably build my lists when I'm alert rather than 1 in the morning.

In any event, I'll re-equip my AL and WL and see to my Greatswords. Do you think halberdiers would be a good detatchment for them?

In terms of my artillery, I think I'll stick to mortars as I'll probably play Skaven and other lightly armored infantry armies more than WoC, etc.

Halberdiers are the best choice I find, because they have decent hitting power with the plus one STR. The helblaster would benefit from an Engineer, but I get the Wizard a scroll and Holy Relic or something similar to protect him over an Engineer.

Ah, thanks for pointing that out. If I drop my Helblaster and unit of crossbowmen, I'll have 1471 in total, leaving me with 29 points left over. (if only it was 30...)

in this list or at these point levels i find GS not as use full as other aspects of our army. drop the GS & their detachment. then use these points to experiment try out other aspects of our army and see which one works best for you. try not to be sucked into the copy & past army list

I'd split the Hangunners into two units. 20 strong ranged units tend only to draw attention and it i svery hard to position it so all 20 can shoot.

I'd recommend the Shroud of Magnus for an extra 5 points over the Holy Relic.

Having some kind of Magic Resistance in the army can be very useful especially if someone with Death Magic comes along and tries to blow up your characters.

So I did some revisions; I trimmed down my Heroes and found the points to add a pair of cannons and change my Helblaster into a Helstorm. I still have a bit of points left, and I'm wondering where it should go to:

Pump the halberdiers to 40. 30-Hordes are stupid, as they lose one attack with every dead guy. And being empire, you WILL lose guys.
Lose the engineer and the Helstorm. 180 Points for the Rocket isn't nearly as nice. Plus, 2 Mortars and 2 Cannons are more than enough warmachines on 1,5k.
Get a Life-Wizard to beef the Halberdiers up.

It's an empire army, there is no such thing as "too many war machines".
But you are right about the hordes. 30 man hordes aren't worth it, but he doesn't need to field them as a horde. A 6*5 formation would work out fine.

So I did some revisions again; I trimmed down my Heroes from a Lvl4 to a Lvl 2 and turned the AL into a WP. I also wiped the Helblaster from the list. I found the points to add a pair of cannons after the changes and I bumped up my Core units.

Well its about as well rounded as you can make it. Solid unit distribution over all, so it should preform well as an all comers list.
