Can it be done ? And if so how may would be hit by it.. ?

99% certain that you can't stand and shoot with a breath weapon though I can't find the reference. You can, however, use it in close combat in which case it will 2d6 hits distributed like shooting that count towards combat res.

Can't find anything that says you can't - the shots will be resolved as if the targeted unit were at the maximum range of the breath weapon ie the smallest amount of troops possible look like they will be hit, just those under the very end of the template.

I think the Breath Weapon attack comes with the Slow to Fire special rule...

Breath weapon can explicitly only be used in the shooting or combat phase, p62

He might mean stuff like the Skaven Warpfire Thrower that uses the flame template & has a S&S reaction.
