I would like to replace the knoblars in my OK army with halflings anyway to do this in plastic/cheaply? dwarfs with human heads? LOTR figures?

Any options on this?

Lotr figures would work great but they are extremely expensive as the hobbits are all metal (except the four in Mines of Moria of course, you could probably get those cheaply of Lotr players).

Dwarfs can't have human heads, the sprues don't work like that as the head and half the body is one and the other half body would look wierd without the part with the beard.

These would be the best I think:

Do they have to be fat, WHFB-style halflings? D&D-style halflings seem like they'd be a lot easier - just find some other manufacturer that makes humans in the right scale (20mm, perhaps?).

Warhammer halflings are fat.

Warhammer halflings are fat.

If they're hanging around ogres, they've good reason not to look so plump.;)
