The stage is set, point for point the best two ranged units in the game.

Shades: 16 points
-multishot str 3, armour piercing xbows
-Toughness 3
-no armour
-skirmishers and scouts
-19 points less than Flamers
-fits into special section

Flamers: 35 points
-D6 str 4 shots
-no multishot penalty
-Toughness 4, 2 wounds each
-5+ ward
-alot stronger in combat than shades
-fits into rare section

So your question is which is the stronger unit, what do you as a player dread versing more?

Your vote needs to be based of unit performances as a whole mainly ranged damage.

Flamers may be Strength 5, but they're weapon skill is only 2. I'm not sure if that really qualifies them as being a lot stronger.

18" range, D6 St4 Flaming shots at Bs4
24" range, 2 St3 Armour Piercing shots at bs5 with a -1 penalty for multiple shots

Flamers may not have quite the range of Shades but they hit a damn sight harder.

2 St5 Ws2 In4 Flaming attacks each
2 St3 Ws5 In5 Hatred attacks each or 1 St5 Ws5 ASL Hatred attack each

Flamers don't have the accuracy of shades, but they hit harder.

2 To4 5+ ward save wounds. Also they cause fear.
1 To3 6+ armour save wounds.

Flamers are a damn sight tougher than shades are.

Flamers are simply better than shades are at range, combat and sticking around when the enemy tries to get rid of them.

A better comparison would be Bretonnian peasant bowmen vs flamers.
6pt bs3 longbows compare much more favourably vs 35pt flamers, also both have flaming ranged attacks.
