New to 40k and i am looking to start guard. Any advice on how to do it while being competitive and hopefully cost effective?

You could try the tactics subforum and check out the IG thread. As for being cost effective, you're going to have to narrow down a playstyle and mostly a list you like before you start buying things.

Unfortunate, Guard is about the least cost effective army out there. All the competitive builds have one factor in common- they keep their units cheap ( in points) so you get more of them, which works very well. It also means you have to buy more units.

The most cost effective ways are:

Find a badly painted army on Ebay or such like, and get it cheap. Fix up.

Don't use GW stuff, use cheaper 3rd party stuff ( not an option if you want to use it at GW stores/tournaments)

Do a BIG order off an online retailer, with a decent discount. Look about for a 20-25% off RRP, and see if you can get free shipping on a bulk buy. Or find a bricks an mortar retailer having a sale/clear out.

Some simple conversions can save you a heap of money, by allowing you to turn spares off sprues into useful weapons, so you don't have to buy them.

Yea IG will really not save you money, you can try to trade stuff on some sights, like Barter Town which people sell or buy GW stuff and even trade other gaming lines for certain things. Cost effective armies, GK's, SM, CSM are a few.
