Once deployed close to the mother unit are Empire detachments free to wander out of close contact with the mother unit?

Yes, they have to be close to their regiment to make use of the detachment rules, but they don't have to. They are allowed to stroll away (either deliberately, or because of something like charging, fleeing or pursuing).

Yes, indeed...

Those detachment rules always seem to confuse players, but they are in no way different from any other unit in the game except for the fact that they can cooperate with their assigned parent unit in the ways outlined in said detachment rules.

It's mostly because, in times past, detachments had all sorts of odd restrictions on their mobility and utility which, for reasons that go beyond the scope of a single sentence to convey, most people find it difficult to accept no longer apply.
Combine that with the eternal uncertainty of the new player (I can't really do that, can I?) and you have an impressive confluence of incredulity.
