Nope, and it is somewhat questionable as to whether it is worth 10x the cost of a sonic blaster as well.

Uh, actually there is a way to still do it. Unfortunately, it's only in Apoc.

The Emperor's Children formation allows you to take a normal havoc squad and upgrade them to have 4 Blastmasters. The formation also allows you run Sonic dreads and Sonic Predators through upgrades.
