I'm new to Skaven and I really like how they are so far but I have yet to play a game and I have a tournament creeping closer and I bought load of stuff off stone friends so here's a trial list to try and get a feel for most stuff. I appreciate all tips and list tweaks.
Also I plan to run the warlord with the storm vermin and grey seer and engineer each in their respective clan rat block.

Warlord [90]
+ Enchanted Shield [10]
+ additional hand weapon [3]
= 103
Grey Seer [240]
+ Dispel Scroll [25]
+ Power Stone [20]
= 285

Warlock Engineer [15]
+ Level 1 Wizard; Skaven Spells of Ruin [50]
+ Warplock Pistol [8]
= 73

49 Stormvermin [343]
+ Musician [5]
+ Standard Bearer [10]
+ shields [49]

Weapon Team [0]
+ Poisoned Wind Mortar [65]

39 Clanrats [156]
+ Musician [4]
+ Standard Bearer [8]
+ shields [19.5]

First off you are not allowed to post specific unit upgrade costs as it breaks forum rules.

Skaven are one of those armies that NEED a bsb. I highly recommend getting one. Shave off the level upgrade on the warlock. Instead get a doom rocket. The only reason people take warlocks are usually to take brass orb / doom rocket. Once they use their item they end up being redirectors.

Slave units are about right. In my 2500 list I max the units out to 2 units of 65 slaves.

Consider getting some warp fire throwers love those.

I'm not a fan of rat ogres but that's just me. I'd drop them for more rats

When I get to a computer I'll give some more advice. But these were he major issues I saw.

10 Rat Ogres [540]
+ 4 Packmaster
+ Skweel Gnawtooth

Skweel potentially eating an Ogre each turn is painful. Usually you will see Skweel put in a group of Giant Rats instead, just to minimize how many points he might eat at a go.

Thanks for those rule and list tips. Okay, well I mainly have the Rat Ogres for killing off big tough threats or infantry smashers as thy are multipurpose with high strength and attacks. Also the reason I like the mortars over the throwers is simply cause thy can move and shoot which is awesome, anyways in past games usually flame templates of mine re gunned down first so I don't use too many of them. Here's a revised list. Where would be better for crown of command?

Warlord: Crown of Command; Warpstone Armour; Dispel Scroll ; additional hand weapon. 183
Grey Seer: Power Stone. 260

Warlock Engineer: Doomrocket; Level 1 wizard; Warplock Pistol. 103
Chieftain: Enchanted Shield; additional hand weapon; shield; Battle Standard. 84

49 Stormvermin: Musician; Standard Bearer; shields. 358
Weapon Team: Poisoned Wind Mortar. 65
50 Skavenslaves: Musician. 102
50 Skavenslaves: Musician. 102
39 Clanrats: Musician; Standard Bearer; shields. 187.5

38 Clanrats: Musician; Standard Bearer; shields. 183
Weapon Team: Warpfire Thrower. 70
5 Giant Rats: Packmaster. 23

Yeah, Skweel is fine for Rogres, if you really want to field the things then cross your fingers for regen! :)

You can't have two magic items of the same type: so no scroll+ stone on the Seer.

Are you sure about the shields on the SV unit? They can't use it in combat with the halberds.

Some more advice, consider getting some gutter runners with Poison and Slings. They make excellent Monster killers/ War Machine Hunters. To make room for lets say 2 units of 7.
- Drop the Warlord, or keep him very cheap (crown is not needed because you will probably be steadfast). At 2,500 I run 2 Grey seers because I love them. 1 With dispel scroll, 1 with power stone. Thats my lord slots. You should try it sometimem.
-Drop the Wizard level on the engineer its a huge point sink that could be used for something else. Keep the Warlock + Brass Orb, or Warlock + Doomrocket. Those are usually the most viable builds. The idea is to skitterleap them so you are just in range of an enemy unit. I run both at 2,500.
-Stormvermin unit is a bit big. I keep my unit at 39ish. So I can have some left over points.
-Skaven Slaves are decent size. I would bump them up 5-10 models per unit.
-Clan Rats are a bit large. I usually run the Clan rats at bare minimum. Im talking units of 25ish. This is just so you can take a weapons teams and it gives you a spot to bunker your wizard. (Best weapons teams are Poison Mortars or Warpfire thrower, Dont take the rattling gun its not too good).
-Im usually hesitant about Rat Ogres because they always seem to fail for me, but try them out.
