Would Bloodletters be any good in a mortal army?
do they need a command to be any good? (i have the models for 40k)

They have their advantages and disadvantages. They're awesome in combat although not as good as warriors of khorne. The advantages they have is their ward save which really helps them against shooting (anykind) and big none magical things. Also they have magic resistance 1 and the best thing they have over warriors is that they don't have to pay for their mark.

Warriors are a bit better due to their better T and if they have a shield better armour in most cases. However bloodletters are cheaper.

Bloodletters are great in a Demon Legion, where they have increased leadership and a real ward save.

In a Mortal or Beast army, I would use them in smaller support units, not huge blocks. A block of 12 deployed six wide, or a block of 10 deployed five wide should do well.

When they hit, they do hit very hard. A six wide unit with champion gets 13 attacks hitting at strength 5, usually they are hiting on a 3 and wounding on a 2 or 3. That's pretty damn hard hitting. Once they lose combat they become significantly worse though due to having one attack apiece.
