Is this possible in any army?
I seem to recall the old WE and bretonia both having the problem of not being able to join.
Are wood elves now allowed to ride great eagles within warhawk units?
I assume the warhawks at the very least can grant a 4+ lookout sir if they can't join.

Unfortunately not, they would get a 4 plus from being near the same unit type. Not being able to join is a silly rule. But there u go.

The rule is that characters cannot join units with the Fly special rule. However, there's no rule preventing a character with the Fly special rule from joining non-flyer units. Wierd, but there it is.

I never understood the issue to be honest. I mean, as long as full fledged Monsters still can't join units, the worst you'd see is maybe a character on a Great Eagle or Pegasus joining. And really, that's not so bad.

It's probably to prevent abuse

It's a essentially extra wounds to the hero in question and compared to most other units he'd get skirmish protection and a bit extra movement. Essential stuff like Wizards and BsB's could be made close to untouchable, so I understand it very well
