Do they exist? If not, are they counted as part of the maul category?

Helbrutes and Defilers can take them, but that's a rather larger kind of flail we are talking about. I think they would be a maul if taken on infantry.

I think the OP is asking about rules for generic weapons, though; not special items. Out of the four types of Power Weapon - sword, axe, maul or lance, I'd say a flail is closest to being a maul. That's certainly what I'd think it was in the absence of any further explanation.

They're actually called a power scourge though, which I guess opens up the option for them to introduce generic power flails in the future. Could be cool, but seems like it would be a weapon with very limited access. A flail is somewhat... specialised weapon.
