Any Detachment restrictions? Such as no Formations, or 40K in 40 Minutes restriction against models with stats over a certain point (3 Wounds, AV 34, AS 2+, etc)?

Only restriction is bound and say no more than 120 including the codex

I almost want to say Grey Knights, but with all the new Formations that have come out, and box sets to support them, I don't think that this would be the best route to take, and I haven't kept up with the box sets, either so I can't recommend very well, there, either.

I'm going to assume 40k in 40 minutes so no 2+ save, no armor value above 33, optional HQ

I'd go pick up necrons and call it a day. Grey Knights are a cheap option too. Tau aren't half bad either.....or you could just take your chaos marine army and make a 500 pt list out of that, would save you money.

Personally prefer mech IG but you could do cheaper with Grey knights

The force in the solaq box comes to about 550pts and the rules included in the box are such that you don't require the main SM codex.

If you modify the load out though you will need the main SM box to check costs and any weapon rules you're unfamiliar with.

Played at 500 points, 2+ save termies usually gets shot up before they reach combat.

14+ Armor ruins the low point games, so max 10+ armor all around, with maximum 30 total armor is a must.

You're not playing with enough terrain if I may be so bold;) When I was teaching my friend I let him take his beloved SS/TH termis against me and it was grossly overpowered. 33 total armor value is fine IMO, lets you take a walker to spice things up, 30 total armor really limits things(you can't even take a rhino at that rate and it becomes downright pointless if you face a tau force:() and 40k in 40 min worked fine with it.
