Supposedly a non-necron player can exploit the necrons' lack of ordnance to their advantage, though I've never actually tried it myself.

At the beginning of your turn, before moving your ships.

Yup.. and you issue 1 order, roll for that order, go to next ship/squadron until all ships has passed or until you fail a test..

the necrons are hardly cheesy in gothic. it's nearly impossible for them to win in a fleet engagement.

As a Necron, your choices are even more limited than in 40k. There are only 5 total ship types, one of which is the monster Cairn class tombship, which you may not may not want to use. Toughest ship, but a huge points cost. Scythes will be your main capitol ship type if you don't take a Cairn. The bulk of your fleet will be those and Shrouds; filled out with Jackal and Dirge raiders. That's pretty much the entire fleet list for Necrons. One more note is that the Jackals and Dirges appear to be only available through the UK Specialist Games online store, though they do pop up on Ebay from time to time.
