Assuming they have LoS to the units behind, sure.

It's the fly move that lets you move over other units. It can just be hard for them to have LoS(thats where the large target stauts helps).

As the above poster said: Yes, you can charge over intervening units without being large, for example if one flyer has line of sight to the enemy while the others are hidden behind a skirmish screen. However, being a flyer in itself does not let you see over other units, so at least one model in the unit must be able to see the enemy in order for the unit to be able to charge at all.

Can I add that Changebringers are the only fliers that have a similar LOS as large targets and are not blocked by intervening units.

I can only agree: As long as there is LoS, there can be a charge...
