Ok, in my local club, we are playing a map-based-campaign.
My opponent had a emissarie from the Albion-list. (6th edition)

Are these characters allowed in an not-Albion campaign???
Can u use 6th edition special characters that are not in the armybooks???

They are Dogs of War, thus they are legal. I use one in my force.

Also, Dark Emissaries and Truthsayers are not special characters. Annual 2003 had rules on how to use those characters as DoW in non-Albion environment (the rules are also somewhere on GW website).

I love the Albion special characters! The truthsayer had pride of place in my dogs of war army for a long time. The supportive magic works great!

I also really like the fenbeasts but 85 points is a bit steep (mine always missed) thank god they were unbreakable.

As said, they're not special characters, but I'd find a "fluffy" reason why they're wherever they are, rather than just saying "yeah, he showed up, deal with it".

Mine ties in with the force theme of it being from somewhere boggy, thus they escaped Albion before the Lizardmen showed up.

i have an emissery co working alongside my vamps - they took a liking to him when the visisted albion and met him selling boot-leg T-shirts
