Do Eldar Vibro-Cannons autoglance ALL vehicles or are skimmers excluded?

There's no exclusion given in the codex, so yes it does hit them.

Any reason why this isn't in the rules forum?

The pressure waves travels almost as well through air as it does through the ground. Directed Sonic Weapons work and kick ass! My Physics lecturer demonstrated a very nice crowd control weapon that could picl out individuals and incapacitate them without the surrounding people even knowing what was going on!

That what I figure. The vibro cannon creates 'turbalance' that, at the very least, leaves the skimmer pilot to busy not crashing to do something else (i.e. shaken/stunned results) or actually causes a crash.

You can think of it like a focused shock wave from a blast. A good deal of damage comes from the initial shock wave of a nuclear blast. Fuel air bombs "daisy cutters" use a blast shock wave wave to quickly clear landing areas. Depth charges (Though underwater) use the shock wave to rip appart subs. So yes, skimmer are not safe from Vibro weapons.
