I don't really know much about skaven, but wouldn't it be easier to get some good tips if we knew a little about how the army was composed? Just thinking.

Stormvermin!! They are terrible for the skavenplayers opponent.
Plague monks, frenzy and additinal handweapon gives the a lot of attacks. Give them the Umbanner so they won't be killed by shooting. Warplock Jezzails, Warpfire Throwers, Ratling gun and Warplighting Cannon are devestating, but expensive. take a lot of clanrats and maybe som slaves.

Well, it would be worth checking out the Warseer Skaven tactics thread (http://www.warseer.com/forums/showthread.php?t=132) as well as taking a gander at this handy GW article (http://uk.games-workshop.com/skaven/tactics/1/)!

The Skaven army is in an odd kind of place right now. Its had its Shooty-Army-of-Doom status nerfed somewhat in 7th ed rules, but hasn't yet been redone to balance the army out. Rat Swarms and Weapon Teams are currently of little use and should be avoided. However there are still plenty of good options available to the Skaven player.

Many players like to build a true Horde, with armies based on many units of Clanrats (ideally sized 25-30 rats) with a fair number of cheap sacrificial Slaves as well. See the GW article on flanking and sacrifical units to get the most of a Horde (or any Skaven) army. Such armies rely on winning combats by use of flanking, piling in lots of units, and the use of static combat resolution to win fights (by taking a full command, plenty of ranks and outnumbering the enemy, you have a CR of 5 before a singe blow has been made).

Plague Monks and Censer Bearers are also popular, as they rock in close combat. They can be difficult to control, but are commonly favoured over Storm Vermin for the punch they pack.

The Heavy Magic style can still work too, especially in 2000+ pt games, with a Grey Seer and a bunch of Warlocks. This works well when combined with the shooty elements that are still effective, namely Jezzails and Warp-Lightning Cannons.

All of these themes can be combined into one effective balanced army, or favoured to extremes.

The 2 main issues a Skaven general has to deal with is a lack of hard-hitting units and a complete dearth of good leadership values. The first issue can be dealt with by using your numbers advantage and using the few specialist units you do have (e.g. Plague Monks, Guttter Runners etc.) to maximum effect. The problem with leadership requires you to be careful in your battle plan. Skaven rely on rank bonuses, not just to win fights, but to keep their leadership value half-decent. It is imperative not to let your units get charged in the flank or rear, because you will almost certainly lose the combat and then you will flee because you don't get the ranks bonus to your leadership. Leadership can also be boosted by use of characters like the Chieftan and Warlord. These are not necessary, but they do help a lot!

Well, thats what I can think of off the top of my head. Hope thats useful!
