I see skinks can be armed with dartguns 12" range and 2x shots do they suffer from over half range or any reloading and then with the javalins do they suffer from over half range modifiers at all? Just curious thanks.

The blowdarts - yes, they take the -1 for moving (and for long range).

Javelins - no, they do not get the -1 for moving (nor for long range), per the rules for Javelins and for Thrown Weapons in the main rulebook (pages 55-57).

basically with the blowdarts you want to move within 6" (short range) and shoot twice. with 10 skinks, you get 20shots, and that should be about 3-4 wounds since you'll be hitting on 6's and they are poisonous.
