1.-Can you dispel a spell with the armys common dispel pool and even if there are no wizards in the army or they are all either slain or fleeing?

2.- Can you dispel a RIP spell during your own magic phase with the commoncasting pool and even if there are no wizards in the army or they are all either slain or fleeing?

3.- Units with the mark of Tzench generates power dice, if two above is yes, can they be used to dispel RIP spells during your own magic phase and even if there are no wizards in the army or they are all either slain or fleeing?

I believe answers are yes to all, just wanted to make sure and to ease my opponent.

The answer is Yes. Not the best way to use the Mark of Tzeentch i would say, anyway. More like a last resource

Wizards, unless they have some special item that aids in dispelling have no influence on the actual dispelling process or ability of your army. They add dice, but thats about it.

What and how many(or few) you have is irrelevant.
