There is nothing free in Warhammer (just look at the cost of the miniatures ;)).

Anyway, the wording in the armybook is a little vague, but I believe it means that you have a set amount of points (100 for a Lord and 50 for a Paladin) with which to buy a virtue AND your magic items.

That is right. It was cleared out in a faq. It's the one on the
gw forum I think.

Except BSB's who may have a magic banner of unlimited points value, and in addition may choose a virtue worth up to 50 points.
