Does anyone know of any good stand-ins for ghoul models? I'm thinking of making a Strigoi army (Ghouls + Specialist Ghouls in core), but don't care for metal, or paying 7 for 3 Ghouls.

Heresy makes very good ghoul models, but I second the zombie idea. When I was playing VC, I cnverted a lot of zombies that looked more "lively" into ghouls. You might even considering using other heads too.

How about some common goblins painted fleshtone instead of green and modeled without weapons?

They are metal but hasslefree minis do some nice cheap ones

I second Gorenut, Heresy's Ghoul's are great take a look (http://www.heresyminiatures.com/) but are metal & about 6 for 3 + delivery so I don't think you would save that much of GW's Ghouls.

Try converting Beastmen with zombie bits for ghouls.

Coming from someone who has personally used an Orc to convert Strigois.. My opinion is that Orcs would be far too big to represent ghouls.

Try looking for clearance LotR orcs. They are skinny enough and you can buy them dirt cheap.

Empire Freecompany with a bit of conversion and appropriate paint scheme will work as slightly more organised gouls/strigani (Wandering cannibalistic gypsies that have pledged their allegiance to the Strigoi vampire as some sort of idolistic god.)

Mixing and matching Freecompany with Zombie sprues would give you a lot to work with.
