It says they have barded elven steeds? Does this mean the horde is giving a +1 or a +2 to the save.

+1 for being mounted and another +1 for the barding, so yes, they get +2 on their armour save.

Keep in mind that this non-ithilmar barding slows the Silver Helms horse by -1M like other armies. So movement is 8".

this is correct, they are movement 8, alot of people read over this!

even GW staff dont know this.. [the sensible ones!]

Izzat so?? Heh, didn't know that; I shall come down hard on any HElf player who tries to pull that one off :D. Makes sense I suppose, no point making the core Heavy Cav as good as the Special!

It is not a typo, as far as I can tell.

A typo would most likely be along the lines of "canb upgrated with ithi,nmar barding for +92 pints,"

There is no typo. All barded cavalry in the game take a -1M hit. The only difference in the HE book is that under the description of ithilmar barding they state that you do not take the movement penalty.
