looks pretty good.
I'd drop the greaswords for some more state troops, or (gasp) missile troops. the biggest strength of the empire is in it's shooting, and you've got next to none of it.

I'd really prefer to keep the Greatswords if possible, but I would not be adverse to adding missle troops/core troops in lieu of flaggellants or pistoliers, or even knights. Is that feasible?

any ideas out there? I am also interested in the viability of outriders as opposed to pistoliers...

They serve two different purposes. Outriders are what the engineer should be... they're mobile, high BS units capable of leveling a troop block with a barrage of shots. 5 Outriders gives you 15 S4 AP shots that hit on a 5+ at long range/repeater. The Champ hits on a 4+ with 3 shots. I loooooove Outriders, and often use them over handgunners.

Pistoleers are more of a flank protector or a way to defend your war machines. They're short range troops, which makes them useful for harassing, but they can't do much against slow foot-slogger armies (Empire, Dwarves, etc). Good at stopping scouts though.

Both have the benefit of a 360 degree line of sight.

As to the list, I'd recommend boosting your GS to 25 and dropping your knights to 5. At 9, they're just an expensive extra rank. Perhaps just make a 5-deep block of nilla knights to go with the list.

Does equipping outriders with barding make any sense? I'd imagine people would be trying to get them to panic through shooting...

No. If they use barding, they lose their Fast Cavalry status, and with it, their 360 LOS. The biggest benefit to Outriders is not just the pain they deal out to advancing blocks, but also covering your edge from ambushers.
