if a rider is killed does the eagle stay alive or does it die like a horse?

You may have to consult your HE book to find out how many wounds the great eagle has.

As it is a mount with more than one wound, it is automatically classed as a monster. Being such, it can survive without its rider. However, because it is technically a ridden monster, (as per the rules) when the two become separated there is a monster reaction table they do have to worry about (because I do not believe it says anywhere in the High Elf book that they are exempt from it). I've played HE for many a year... and I know this is going to come up when mages ride dragons. Insane... just a thought!! Happy gaming!

Even monsters that are not "combat monsters" technically count as "monsters".

No they arent monsters.
They have a combined statline so cannot test for monster reaction.

There is no terradon mount for skinks or saurus or slann.

No, they aren't. They are a unit of flyers, and follow the rules as such. They do NOT have the flying cavalry rule, though they probably should.
