Does there exist a formula for the following raise in numbers?

An increase in an old to a new number in which the difference between the old and the new equals 30% of the new number?

E.g. 9 as an old number, to be raised to ???

(Being a lifelong amateur at mathematics I'm not only inherently bad at it, but quickly forgets formulas learnt through hard study and much counting. As such it's possible I might have known the solution once upon a time, but no clue now.)

Edit: Answer is old number divided by 0.7
