You need Big Shootas and Rokkits to do some damage before you get to the attrition line of 12". A good opponent can keep manipulate orks in such a fashion as to kill everything that is within 12" each turn, denying the orks an assault in their turn - A ten man marine squad armed with bolters is averaging 6.5 ork kills per turn at 12". If I was playing the marines I would position myself in such a fashion that only 5 orks were within 12", killing them and taking a few slugga rounds (and possible flame templates) in return. Only a truely horrendous shooting round would allow the orks to ever successfully charge. You can mitigate this somewhat by softening your opponent up in the initial 2 turns of the game.
